Scorsese wrote the screenplay with Jay Cocks, based on the book Silence by Shusaku Endo. The film is produced by Scorsese and Emma Tillinger Koskoff, along with Randall Emmett, Barbara Defina, Vittorio Cecchi Gori, and Irwin Winkler.
